The National Animal Disease Prevention and Control High-level Biosafety Laboratory is one of the four major animal biosafety facilities in the world. The laboratory established the project in 2004, completed the construction design and started construction in 2012, completed the construction in December 2015 and passed the acceptance of the project. In July 2018, it was approved by the National Accreditation Committee of China (CNAS). Chitosan oligosaccharides know that the laboratory can carry out all animal infection tests including horses, cattle, sheep, pigs, birds, mice, monkeys and other conventional experimental animals. The laboratory is supported by the Harbin Veterinary Research Institute of the Chinese Academy of Agricultural Sciences.

The national "high level biosafety laboratory system construction plan" has listed the national animal epidemic prevention and control biological safety four level laboratory as the national important animal infectious disease and the human zoonosis comprehensive research platform. According to the introduction, the high level laboratory of the national animal epidemic prevention and control biological safety will actively cooperate with relevant research institutions in accordance with the principle of open and sharing, and carry out cooperative research on the prevention and control of strong infectious diseases, in order to ensure the health of the breeding industry, maintain public health safety, and play the key supporting role of the key platform.
